The General Services Administration (GSA) Federal Acquisition Service (FAS) Office of the Chief Information Officer (OCIO) issued a Notice of Intent to purchase software maintenance services for the Relativity Cobol Mining software licenses, specifically the Option 2 maintenance package. This procurement supports the modernization and enhancement of the legacy FSS-19 batch system through commercial off-the-shelf (COTS) business rule mining software, which was previously awarded to Relativity, Inc. as a small business following a best value technical and price evaluation in September 2005. The Relativity Modernization Workbench software is proprietary, and Relativity, Inc. is the sole authorized vendor for its manufacture and resale. The company’s capabilities are backed by at least two years of successful operational use. This acquisition is a set-aside for small businesses under FAR Subpart 12.6, ensuring that the software maintenance is consistent with the originally evaluated option under the contract titled "70 -- Option to Purchase Relativity Software Maintenance," solicitation number PS04FI050012. Interested parties are advised that this notice is not a solicitation but a formal intention by the government to proceed with maintenance purchase. For inquiries or additional information, the designated contracting officer, Holly T Carr, can be contacted via phone or email. The contract is managed by the GSA Interagency Contracts office, based in Washington, DC, and is classified under NAICS code 519190.
