The U.S. Department of Transportation's Maritime Administration (MARAD) awarded a contract to ABS Nautical Systems to provide Information Technology and Training Services in support of the Ready Reserve Force (RRF) Management System program. This contract focuses on delivering software enhancements, technical support, data conversion, archival, and user training related to the Nautical Systems 5.0 (NS5) software, which supports the RRF's operational and business planning requirements. The work involves custom software modifications unique to MARAD's needs, cleanup and archival of NS5 data, installation of NS5 for additional ships, and ongoing technical advisory support to the RMS Operations and Policy Group. Services will be delivered on a man-day basis, with an anticipated workload of 300 days over ten months, and an option for an additional 200 days over twelve months, at various locations including Washington, DC, and Houston, TX. Since ABS Nautical Systems owns the proprietary source code for the NS5 software, they are the sole source authorized to make software modifications, justifying the sole-source acquisition under FAR 6.302-1. The contract has an estimated total value of $612,500. The program includes ensuring the system meets security Certification and Accreditation requirements and covers hardware and infrastructure needs across MARAD’s facilities and ships. While this contract does not invite competitive proposals, MARAD encourages minority, women-owned, and disadvantaged businesses to express interest for potential future opportunities. The contract terms also offer flexibility in scheduling tasks, allowing work to be performed as needed within the stipulated period.

A Study on Vessel Design Challenge
Solicitation # 693JF726R000016
The U.S. Maritime Administration (MARAD), through its Maritime Environmental and Technical Assistance (META) program, is issuing a Request for Proposals (RFP No. 693JF726R000016) for a Vessel Design Challenge. The initiative seeks to fund multiple design teams to develop integrated vessel designs that significantly improve fuel efficiency, targeting a 30 percent improvement, and reduce underwater radiated noise (URN). This is a design-stage challenge focusing on technical feasibility and economic achievability through fluid dynamic modeling rather than direct measurement. Total available funding is up to 1.25 million dollars, with individual cooperative agreements intended to range between 150,000 and 450,000 dollars for projects lasting 12 to 18 months. Eligible applicants include domestic entities, with a preference for U.S.-based companies or those operating under the U.S. flag. The program is open to various commercially useful vessel designs, though it specifically excludes small watercraft, recreational vessels, fisheries vessels, and passenger catamarans used for whale-watching. Ideal design teams should adopt a design-build approach, incorporating naval architects, marine engineers, shipyards, and technology providers. Proposals are limited to 20 pages and must include a detailed design integration plan, modeling methodologies, a justifiable budget, and a comprehensive return on investment analysis. Final deliverables consist of a preliminary vessel design and a report on lessons learned, while sensitive proprietary design data will remain confidential.
