This solicitation, identified as RFQ 36C25919Q0029, was a combined synopsis and request for quotes issued by the Department of Veterans Affairs for the procurement of interior design storage closets and related services, including local project management and installation at the George E Whalen VA Medical Center in Salt Lake City, Utah. The contract was intended to be a firm-fixed-price award and set aside exclusively for Service Disabled Veteran Owned Small Businesses. The items requested included various types of cupboard towers, storage cabinets, and mobile units, all conforming to brand name or equal specifications with strict adherence to original equipment manufacturer (OEM) standards to avoid gray market or remanufactured products. Quotes were to be submitted by email only, with a deadline of December 13, 2018, and award considerations were based on both technical capability and pricing, evaluated on an all-or-nothing basis. The solicitation incorporated a broad set of Federal Acquisition Regulation (FAR) and Veterans Affairs Acquisition Regulation (VAAR) clauses addressing requirements such as equal opportunity, subcontractor restrictions, pricing analysis, and compliance with labor laws. Offerors were required to provide detailed descriptive data for any equal product proposals and demonstrate OEM authorization. The Government explicitly reserved the right not to make an award and emphasized strict compliance with submission instructions, including page limitations and communication protocols. Despite the issuance of this solicitation, it was ultimately cancelled and did not proceed to contract award.
