Caltrans has authorized AT&T California to perform a utility installation within its right-of-way at the intersection of Winlock Drive and Pacific Coast Highway in Torrance, California, at postmile 15.54. The work involves a 10-foot horizontal excavation with a maximum depth of 48 inches and an average width of 12 inches to install a new grounding system using #6 AWG bare copper wire, directly buried and connected to two 5/8-inch diameter, 8-foot-long copper grounding rods driven pneumatically into the ground. No relocation of existing utility lines or acquisition of new right-of-way is required for this project.
