76 -- CongressDaily and NationalJournal Access License Renewal

The U.S. General Services Administration?s Federal Technology Service intends to issue a Sole Source to National Journal Group, under the authority of FAR 6.302-1, Only One Responsible Source. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-08. BILL OF MATERIAL A. Scope of Contract: The purpose of this Request for Proposal is to acquire online and print access to Congress Daily and National Journal Cameras as requested by the customer for Solicitation Number 4THO75077003. The contractor shall perform the following tasks: 1. Provide online access and print access for the National Journal Group Subscription or License # 72749865 as indicated: 2. Deliver the required access and licenses for the following publications: a. CongressDaily b. National Journal The license will provide online access to CongressDaily, National Journal and NationalJournal.com resources to an unlimited number of staff members enterprise-wide within the Centers for Disease Control and Prevention. National Journal Group will market availability of the online services provided under this Agreement, and assist the CDC staff with the online services and provide training as necessary ? Access is provided for an unlimited number of CDC Employees enterprise-wide ? Access is available through National Journal.com ? Online IP access will be provided via CDC?s six IP Addresses ? Up to 20 (twenty) print copies will be provided each week ? Up to five (5) print copies of CongressDailyAM will be provided to the Washington, DC office each morning Congress is in session ? Copies will be addressed by name/title of recipient for ease of distribution This agreement will cover access from the Date of Award through September 30, 2007, and will allow for the reinstatement of online access or the back ordering of any publications released on or after October 1, 2006. 52.212-1 Instructions to Offerors-Commercial (JAN 2005). The offeror must complete the annual representations and certifications electronically via the ORCA website at http://orca.bpn.gov. After reviewing the ORCA database information, the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201); FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The proposed contract action is to acquire CongressDaily and NationalJournal access licenses for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This request is not a notice for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement.
