The Philadelphia Contracting Division of the Fleet and Industrial Supply Center in Norfolk plans to acquire 200 licenses for the Special Edition of Logos Bible Software specifically tailored for the U.S. Navy. These licenses are intended for use by the Commander, Navy Installation Command (CNIC) to support religious programs and chaplains across the entire CNIC enterprise. The software will be deployed to approximately 200 chaplains, enhancing their resources and capabilities within the Navy's religious services. Logos Research Systems, Inc., the original developer and sole source provider of this software, is the only firm capable of supplying these licenses, justifying the sole source acquisition approach. This procurement will be conducted under the authority of section 4202 of the Clinger-Cohen Act of 1996 and FAR 13.501(a), allowing negotiation with only one source. Although this announcement is not a request for competitive proposals, the government will consider any proposals submitted within four days of the notice’s publication to determine whether a competitive procurement is necessary. The outcome will likely be the issuance of a firm-fixed-price purchase order under NAICS code 511210. The contracting officer overseeing this acquisition is Scott N Rubin, who can be contacted for further information.
