The Department of Energy’s National Energy Technology Laboratory (NETL) plans to award a sole source contract to the American Chemical Society’s Chemical Abstracts Service (CAS) for a subscription to the SciFinder and PatentPak Discovery Platform. This platform provides comprehensive access to chemical research data, including references, substances, reactions, and patent information critical to NETL’s research missions. The contract will cover the period from June 1, 2026, through May 31, 2027. NETL has conducted market research and determined CAS is the only known provider capable of meeting their specific requirements for this platform subscription and renewal, which justifies the sole source procurement approach under Federal Acquisition Regulation Part 12. While this notice is not a request for quotes or proposals, any interested parties believing they can meet NETL’s needs may submit evidence of their capability by 5:00 PM ET on May 19, 2026. Submissions must be made in writing to the designated contract specialist and will be considered solely to determine whether to open the procurement to competition. The final decision to proceed with a sole source award remains at the Government’s discretion. The solicitation and related details are managed through the NETL office located in Morgantown, WV.
