Procurement Office: The Department of the Interior (DOI) ¿ Interior Business Center (IBC), Acquisition Services Directorate (AQD)

NOTICE OF INTENT SYNOPSIS:
DOI IBC AQD, on behalf of Office of the Natural Resources Revenue (ONRR), intends to award a Purchase Order to Standard and Poor¿s (S&P) Global on a sole source basis. The intended procurement is classified under North American Industry Classification System code (NAICS) Code 513120 Periodical Publishers (SB size standard 1,000 employees).
This is a sole source procurement under the authority of Revolutionary Federal Acquisition Regulations Overhaul (RFO) 12.102(a), only one available source. This acquisition is conducted under the procedures of RFO Part 12 Acquisition of Commercial Products and Commercial Services.
Description:
This is a requirement for an S&P Global Ratings Direct subscription, which provides S&P¿s BBB bond ratings, used to calculate product valuation and provide ONRR auditors with the information needed to perform compliance audits. The use of S&P¿s bond rating information is required and authorized by statute 30 CFR 1206.
These S&P BBB bond ratings are only supplied by S&P. They do not allow redistribution of their rates, so they are the only entity that can provide this information.

This notice of intent to award a sole source contract is NOT A REQUEST FOR COMPETITIVE QUOTES. A SOLICITATION WILL NOT BE ISSUED; however, in accordance with RFO 5.101(c)(vi), all responsible sources may submit a quotation, which will be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements AND include: the Unique Entity ID (UEI) and the Taxpayer Identification Number (TIN). All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
Please be advised that this announcement may constitute the only notice that will be posted for this acquisition, based on any responses to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be retained as Market Research.
