The Department of Veterans Affairs VISN 1 Business Office has issued a one-time open market firm fixed price purchase order to QuickSeries Publishing Inc. for the procurement of 85,000 QuickSeries Reference Guides and 5,000 eGuides. This acquisition is a reprint of a custom order originally completed in FY11 and covers nine specific titles tailored to various VA health care locations. Delivery of these materials is expected approximately 60 days after the award date. This contract was awarded without full and open competition because QuickSeries Publishing Inc. is the sole publisher and distributor of these copyrighted guides. The agency determined that no other source could satisfy the requirements without causing substantial duplication of costs and unacceptable delays. Although the guides are custom, the contractor provided discounted GSA pricing, which the contracting officer deemed fair and reasonable.
