The Department of Veterans Affairs Strategic Acquisition Center Frederick intends to issue a firm-fixed contract on a sole source basis, in accordance with Federal Acquisition Regulation 13.106-1(b)(1), to the Center for Women Veterans (CWV), 810 Vermont Ave NW, Ste 441, Washington DC 20420 USA. The requirement is for the QuickConnect App that is built for businesses, nonprofits, educational institutions, and other organizations to create and send outreach messages, alerts, notifications, and other forms of communication to large groups of people in real time. This App will be used with the large quantity of previously purchased proprietary QuickSeries pocket guides that the CWV still have remaining. Only this suggested source can furnish the requirements, to the exclusion of other sources, because the QuickConnect App can only be used in combination with the copyrighted QuickSeries pocket guides.
