AI Contract Overview
The Department of Veterans Affairs, through the Network Contracting Office 8 in Tampa, Florida, intends to sole source a firm-fixed-price contract to MIM Software, a GE Healthcare Company, for a subscription to the MIM Encore Nuclear Medicine Software. This action is justified under FAR 13.106-1(b)(2), which permits non-competitive procurement when only one responsible source is reasonably available, as MIM is the exclusive developer and provider of the system. The contract will cover support for one MIM Server and six client installations located in the Nuclear Medicine department at the James A. Haley Veterans Hospital, including ongoing technical support via phone, email, and after-hours pager system, along with software updates and system maintenance. The acquisition is classified under NAICS code 513210 for Software Publishers and Product Service Code 7A21 for IT and Telecom Business Application Software, with performance occurring entirely at the Tampa VA facility. The contract is structured with a base period and optional years, though specific dollar values and performance durations are not disclosed in this pre-solicitation notice. Responses to this Notice of Intent, which is not a request for competition, must be submitted via email to Keila President by June 9, 2026, and will be considered solely for the government’s determination on whether to proceed with a competitive or non-competitive acquisition. No formal evaluation factors, inspection criteria beyond SOW compliance, or physical packaging requirements are specified, as the deliverables are entirely digital and support-based, with no physical goods involved. No payment, invoicing, accounting, or COR/COTR details are provided, and the contract type is explicitly firm-fixed-price under sole-source authority without competition.
