The Department of Veterans Affairs, Network Contracting Office 09, intends to award a sole source, firm fixed price delivery order to AT&T Mobility LLC for telemetric GPS tracking services on 31 fleet vehicles. The contract will utilize the General Services Administration Federal Supply Schedule and involves procuring the ProPlus X Plan/Monthly Fee, which includes active tracking with a limited lifetime warranty, premium IOX services, and a 10MB cellular data plan for the vehicles. The scope also covers installation telemetry for 11 vehicles during the base year, with support and maintenance provided annually over one base year and four option years. These services maintain accurate GPS coordination of VA fleet assets using already installed AT&T Geotab devices on 20 of the vehicles, avoiding the cost and disruption associated with switching carriers and replacing devices. The procurement is justified under FAR 8.405-6(a)(1)(i)(B) as a sole source because the required supplies and services are unique and highly specialized. Work will be performed at the Memphis VA Medical Center, Tennessee, with a NAICS code of 517312 (Wireless Telecommunication Carriers) and PSC code 6625. While this notice is not a solicitation, interested parties may submit capability statements within seven calendar days for government consideration to determine if a competitive procurement is necessary. Responses must be submitted by March 18, 2021, and the contractor must be registered in the System for Award Management with a manufacturer’s authorized distributor letter to be eligible for award. All inquiries and responses are to be directed to the designated contract specialist via email.
