This Request for Information (RFI) issued by the Department of Veterans Affairs seeks input for planning purposes related to the acquisition of Edifecs (Brand Name/Equal) Software and Maintenance under NAICS code 541519. The RFI is strictly informational and does not constitute a solicitation or an invitation for proposals, nor does it obligate the government to procure any services or products. Respondents are encouraged to provide detailed information about their technical capabilities, corporate experience, and small business status, particularly with respect to Service-Disabled Veteran-Owned Small Business (SDVOSB) requirements. Responses are limited to 12 pages in Arial 12 font and should avoid marketing materials or generic capability statements. Proprietary data must be clearly marked, and submissions should include specific company details and compliance with relevant small business set-aside rules. Vendors are asked to provide a summary of their ability to meet the draft Product Description’s (PD) requirements, suggest any relevant technologies or best practices for consideration, and identify any ambiguities within the PD. Small businesses must demonstrate their intent and capacity to comply with the VA’s SDVOSB set-aside policies, including the 50% subcontracting limitation to non-certified firms. Submissions should also address whether the PD provides sufficient detail for a complete proposal and offer recommendations for improvement if necessary. All responses must be submitted by May 21, 2026, to the designated contract specialist via email, with file size restrictions and proprietary marking as applicable. This RFI supports the government’s intent to use feedback for set-aside decisions and for refining future procurement actions.
