The James H. Quillen VA Medical Center, through Network Contracting Office 9, plans to issue a sole source, firm-fixed-price contract to Johnson Controls Security Solutions, LLC (JCI) around September 17, 2021. The contract is for a 60-day period and involves installing additional Avigilon security cameras in building 200, programming and connecting new fiber connections, network switches, and servers to the existing Avigilon system housed in building 77. It also includes running fiber optic cable between these buildings and installing a GPS timestamp server linked to eight Avigilon servers to ensure synchronized timing for video recordings. JCI is the incumbent contractor for the Electronic Physical Access Controls (EPACS) and Avigilon Camera Systems at the facility, with existing warranties that would be voided if another company were to alter the system. They also hold several key certifications required for compliance with federal security mandates. The contract specifies the procurement of various camera models, licenses, servers, network equipment, installation services, and fiber optic cable installation. The unique technical qualifications, certifications, and warranty considerations justify the sole source approach. Although this notice is not a solicitation for proposals, the contracting office will consider technical capability narratives from other sources if submitted within five days, focusing on those demonstrating they can maintain the warranty and system integrity. The total procurement encompasses multiple high-resolution cameras, licenses, and supporting hardware, reflecting a comprehensive upgrade and expansion of the existing security infrastructure. The contracting officer overseeing this procurement is Stephen A. Clabough, with contact information provided for response submissions.
