This contract covers the procurement of two orders, each consisting of 500 gallons of enamel paint, to be delivered to Stockton, California. The enamel is a lusterless, zinc phosphate, styrenated alkyd type, manufactured in compliance with Military Specification MIL-E-52891B (dated January 28, 1988), and must be qualified under QPL-52891-15 from September 1995. The required color is Olive Drab, matching FED-STD-595B color number 34088, with each can containing 3.78 liters (one gallon) of paint. Paint age at delivery must not exceed two months, and reinspection is due 12 months from the manufacturing date. An important modification to the technical document excludes the use of lead chromate, requiring the manufacturer to certify the absence of lead or chromate in the coating. Packaging standards specify that paint must be supplied in round, compound-lined, double-seamed metal cans with proper closures to prevent leakage, with five-gallon containers provided in DOT and IMDG-compliant removable head metal pails of at least 24 gauge thickness. All containers require a bail-type handle, and quart cans must have non-spill closures secured with clips or overseal rings per 49CFR173.6(b)(4). Units are packed in corrugated fiberboard boxes meeting specific freight classifications, keeping total weight under 65 pounds. Marking must conform to FED-STD-123G for civilian delivery or MIL-STD-129N for military delivery. Bids were requested by February 14, 2002, addressed to Dixie Logsdon, with strict adherence to QPL requirements emphasized.
