This solicitation, FA302026Q0063, is a combined synopsis and Request for Quotes issued under FAR Part 12 for the manufacture and installation of two custom metal patches at Sheppard Air Force Base, Texas—one 67-inch tall no-color aluminum patch for Building 2320 and one 36-inch high by 45-inch long color patch for Building 2322. The requirement is set aside entirely for small businesses, with NAICS code 339950 and a size standard of 500 employees, and the government anticipates awarding a single Firm Fixed Price contract. Offerors must comply with detailed technical specifications outlined in Attachments 1 and 2 and adhere to the Statement of Work in Attachment 3, which includes requirements for professional installation, site restoration, adherence to base access protocols, and compliance with federal, state, and local laws. All work must occur during normal business hours with prior coordination, and contractors must use the Missile Road Gate for vehicle access; vehicles over three-quarters ton require pre-entry search and advance notice. Personnel must pass background checks, obtain and return base identification, and maintain valid U.S. work authorization. The contract imposes strict liability for damage to government property and requires compliance with numerous FAR and DFARS clauses, including prohibitions on covered telecommunications equipment, Buy American standards, whistleblower protections, and restrictions on internal confidentiality agreements that impede reporting of fraud. Proposals must be submitted via email by 2:00 p.m. CDT on August 4, 2026, with all questions due by July 27, 2026, and must include UEI, CAGE code, and small business size status certification. Payment will be processed exclusively through WAWF, and no specific funding identifiers or contract value estimates are provided, as pricing is to be determined by offerors. No packaging, marking, preservation, or bar-coding standards are specified beyond the requirement to include the contract number on the Bill of Lading and comply with base solid-waste disposal rules. The government reserves the right to cancel the solicitation without obligation to reimburse any offeror costs.
