The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, MD, is seeking to procure engineering and technical support services focused on research, development, testing, and evaluation of low temperature curing paint systems for military aircraft. The contract involves creating an epoxy or urethane-based primer and topcoat paint system that can be sprayed and cured under low temperature and humidity conditions—specifically below 55 degrees Fahrenheit and 45% relative humidity, with an optimal range between 40-50 degrees Fahrenheit and 30-40% relative humidity. The developed coatings must maintain performance properties equivalent to currently qualified military specification primers and topcoats. The effort is structured in two phases: Phase 1 targets the development of a low temperature curing topcoat, while Phase 2 focuses on a primer meeting the same low temperature and humidity curing requirements. Performance will be rigorously evaluated according to established military specifications, with laboratory testing followed by field testing on aircraft or components. A successful field demonstration requires at least two years of operational exposure, or two carrier deployments of six months or more, without increased corrosion control maintenance compared to control aircraft. This competitive procurement aims to award a firm-fixed-price contract with an expected two-year performance period, and interested parties are advised to monitor the NAVAIR solicitation homepage for the forthcoming request for proposals.

Full Description

The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD, announces its intent to contract for Research, Development, Test and Evaluation (RT&E) engineering and technical support services for low temperature curing paint systems for use on military aircraft. The scope of this effort is to develop an epoxy or urethane based paint system, consisting of both primer and top coat, that is sprayable and curable at conditions below 55 degrees F and 45& RH, (or more preferably between 40 and 50 degrees F and at relative humidity of 30-40%, while maintaining the performance properties of currently qualified mil-spec primers and topcoats. The developmental efforts are divided into two phases that could be conducted consecutively or in parallel. Phase 1 will be focused on the development of a low temperature-curing topcoat, whereas Phase II emphasis will be on the development of a primer that is sprayable and curable at the specified conditions. Performance characteristics of the system and its individual components will be evaluated in accordance with MIL-PRF-85582 and MIL-PRF-23377 for primers, and MIL-PRF-85285 (Type I or Type III) for top coats. Materials will be evaluated in the laboratory. After satisfactory performance in the lab, aircraft and/or components will be painted and subjected to field testing. A successful field demonstration by NAVAIR will consist of at least two years of operational exposure, and in the case of carrier-deployed assets, two carrier deployments of 6 months or longer. Field test results will be considered satisfactory if no additional or excessive maintenance of corrosion control efforts are associated with the new systems when compared to control aircraft. Regular maintenance and touch-up re-pairs are acceptable. This proposed effort will be a Full and Open Competitive. This notice provides pre-solicitation information to parties who feel they are capable of providing the above mentioned services. It is the Government's intent to award a FFP single contract to the offeror who provides the best overall value to the Government. The anticipated period of performance is 2 years. It is anticipated that a request for proposals will be available through the NAVAIR solicitation homepage, http://www.navair.navy.mil/doing_business/open_solicitations/ approximately 2 May 2007. Phone and fax requests for a copy of the solicitation will not be accepted. This announcement is NOT a Request for Proposal (RFP) and does not commit the Government to award a contract under the above listed terms.

Tactical Resupply Unmanned Aircraft System Increment II Cargo UAS Industry Demonstration
Solicitation # NAWCAD-SN-26-TRUASII
The Direct Reporting Portfolio Manager for Robotic and Autonomous Systems 4.0, Air Warfare Program Management Office, is seeking industry participants for the Tactical Resupply Unmanned Aircraft System (TRUAS) Increment II Cargo UAS industry demonstration. Scheduled for January 25 through February 5, 2027, in Huntsville, Alabama, this event aims to identify unmanned aircraft systems (UAS) and enabling technologies to support the Marine Corps Unmanned Logistics System – Air (ULS-A) mission for last-mile tactical distribution in expeditionary environments. The government is inviting applications from all qualified participants, including small businesses and non-traditional defense contractors, provided they are U.S. citizens or companies with U.S.-based offices. Participants must demonstrate a UAS with a maximum gross take-off weight of up to 350 lbs that can perform specific autonomous flight missions. These include a 40 nautical mile round trip with a 100 lb payload and a 10 nautical mile round trip with at least a 150 lb payload, both without refueling. Systems must maintain an airspeed of at least 50 knots, operate below 1,000 feet AGL, and launch and recover without mechanical assistance. Technical requirements include FIPS 140-3 Level 2 radio encryption, compliance with MIL-STD461G and MIL-STD464C, and the ability to operate in degraded environments using alternative positioning, navigation, and timing (PNT) solutions. Selection for the demonstration is based on a white paper and questionnaire evaluated against a specific rubric focusing on country of origin, weight, range, payload capacity, and unit cost. Successful performance during the demonstration may lead to the award of an Other Transaction (OT) prototype agreement under 10 U.S.C. section 4022, which could potentially result in a follow-on production contract without further competition. To be eligible for such an award, selectees must join the Naval Aviation Systems Consortium (NASC). Applications are due by November 30, 2026.

Next Generation Tactical Radio (NGTR)
Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) intended for U.S. Navy and Marine Corps aircraft. The NGTR is designed as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. Key technical requirements include support for voice and data waveforms in the VHF and UHF bands with operational capabilities up to 6 GHz, including specific support for SINCGARS, MUOS, and SATURN. The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled unit, and a modular Open architecture utilizing OpenVPX and VNX+ standards to facilitate rapid upgrades and obsolescence management. Security is a critical component of the NGTR, requiring a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards, as well as compliance with Zero Trust architecture and Risk Management Framework (RMF) controls. The system must also adhere to NSTISSAM TEMPEST 1-92 and CNSSAM standards. Prospective contractors must demonstrate expertise in agile development, Model-Based Systems Engineering (MBSE), and the ability to obtain Top Secret security clearances. The anticipated acquisition timeline includes an Industry Day in the first quarter of FY27, a final RFP release in the fourth quarter of FY27, and a contract award in the second quarter of FY28, with target fleet delivery scheduled for mid-2034.
