The USDA Forest Service plans to establish a Qualified Products List (QPL) for Rain Resistant Paint used in tree marking with tracer, following FAR Subpart 9.2 qualification requirements. This action is meant to pre-qualify products ahead of any specific procurement. The paint must meet specific criteria outlined in Specification 2400-401, including restrictions on metal and solvent content, rapid drying under high humidity conditions to prevent washing off, visibility lasting up to eight years, and availability in six distinct colors. Qualification involves passing defined testing protocols at the vendor’s expense, in accordance with FAR 9-204(a)(2). Interested vendors or stakeholders can obtain further information or the specification document by directly contacting Bob Monk, Senior Project Leader at the San Dimas Technology and Development Center, rather than the contracting officer. This initiative ensures that products meeting durability and performance standards are identified and listed in advance to streamline future procurement efforts related to tree marking paints for the Forest Service.
