The Government of Canada, through the Department of Public Works and Government Services, is seeking expressions of interest for the availability of office space to lease in the municipalities of Kitchener, Waterloo, and Cambridge, Ontario. This is not a tender or request for proposal but a preliminary inquiry to identify potential properties that meet specific criteria for future leasing. The required space is approximately 525 usable square metres, must be contiguous and unobstructed, and located within an office, commercial, or retail building with no residential components. The space must comply with accessibility standards including ADA-equivalent features, have five reserved parking spaces with accessible parking adjacent to the building, and be situated within 500 metres of a public transit stop with sidewalk access. The building must also support heating, ventilation, and cooling services outside standard business hours, and the surrounding environment must be compatible with federal use. The proposed space must be available for occupancy preparation approximately 44 weeks prior to the intended lease commencement date of March 1, 2030, with a potential lease term of 10 years, extendable by two two-year options and one one-year option. All spaces must meet or be prepared to comply with PSPC’s Standards for Leased Accommodation. Interested parties or their authorized agents must submit written responses by June 25, 2026, via mail, fax, or email, clearly referencing File No. 81003272-02. Submissions must include the building’s municipal address, current zoning, detailed architectural drawings of the proposed space identifying washrooms, exits, and design elements, information on private parking, and confirmation of compliance with all listed criteria. Agents must provide a letter of authorization from the building owner. If a lease is ultimately awarded, the building owner must hold a valid Reliability Level security clearance issued by Public Services and Procurement Canada’s Contract Security Program. PSPC reserves the right to conduct site visits and threat and risk assessments on the proposed properties. No pricing, cost data, or contract value is requested or provided at this stage, as this is strictly an information-gathering exercise to assess market availability.
