The U.S. Army Product Manager for Soldier Clothing and Individual Equipment is seeking information on capacitive touch screen compatible combat gloves that align with the purchase description GL-PD-08-081C, designed primarily for use in combat environments. These gloves must maintain or exceed minimum flame resistance and thermal protection standards while enabling Soldiers to interact accurately and tactily with commercial-off-the-shelf smart devices featuring capacitive touch screens. The design may deviate from the existing combat glove specifications only as needed to incorporate capacitive functionality and improve touch accuracy, particularly considering the challenges posed by protective device cases that limit access to screen edges. The gloves are intended to support users of the Nett Warrior system, deployed across multiple Brigade Combat Teams, to ensure effective operation of tactical software in the field. Interested companies with existing or forthcoming capabilities in producing such gloves are invited to submit relevant information about their products and corporate qualifications within ten days of the notice's release. Submissions should include company background, business classification, pricing estimates, and evidence of ability to meet the technical requirements, along with necessary registrations such as a DUNS number and Central Contractor Registration database entry. This request is for informational purposes only and does not constitute a solicitation or request for quotations. Responses will be reviewed by government and contractor personnel and must include specific identifying details in the subject line when submitted by email. The point of contact is provided for clarification and submission instructions.

Full Description

The U.S. Army Product Manager Soldier Clothing and Individual Equipment has identified the need for a capacitive touch screen compatible Army combat glove built to purchase description (PD) GL-PD-08-081C GLOVES, COMBAT, ARMY. The design shall be allowed to vary from (PD) GL-PD-08-081C GLOVES, COMBAT, ARMY only when necessary to implement the capacitive capability and/or highly increase the tactility and accuracy of use with the smart device. The intentions of this RFI are to investigate capacitive touch screen compatible gloves that meet minimum Flame Resistant (FR) and heat and thermal requirements. The capacitive gloves are being researched to determine if there are available options to provide Soldiers the capability to wear combat survivable gloves while manipulating a Graphic User Interface and tactical software applications loaded on a Commerical-Off-The-Shelf (COTS) smart device (i.e. smartphones and tablets with capacitive touch screen displays) in a combat environment. The smart device will reside inside a protective case making the corners of the capacitive touch display difficult to reach due to the depth and sharp angles of the case. Therefore the capacitive glove must be form fitting to the hand, focused on the fingers and finger tips in order to provide more tactile accuracy when interacting with the capacitive touch screen. Aside from PM SCIE's interest in capacitive gloves, The Nett Warrior (NW) program, a Program of Record within PEO Soldier, is also a stakeholder in the capability. The NW system will be fielded to Team Leaders and above across 38 Brigade Combat Teams between FY13 and FY16. Soldiers receiving the NW system will require a capacitive touch glove to operate the NW system in a combat environment. Interested firms that currently or will have capabilities that can meet the requirements of this product description are requested to submit relevant information on their product and company within ten (10) days following the publication of this RFI. Any relevant company background/experience, business category, costs, and any other information that the company believes demonstrates their value/ability to meet the aforementioned requirements should be included. Respondents must be registered in the Central Contractor Registration (CCR) Database and provide a DUNS number. Firms may register for the CCR at www.ccr.gov. All information and evaluation results will be controlled and used for Governmental purposes only. The submitted responses and data will be reviewed by both Government and embedded support contractor personnel. Responses to this notice are to be sent to PM Soldier Clothing and Individual Equipment, ATTN RDNS-WPW-C Ms. Stacey Lee, 15 Kansas Street, BLDG 4, Natick, MA 01760-5000. This notice is for information only. THIS IS NOT A REQUEST FOR QUOTATIONS. No solicitation document exists for this action. POC for this request is Ms. Stacey Lee +1 (555) 000-0000, FAX +1 (555) 000-0000 or e-mail contact@example.gov (Please note email change from previous notices). E-mail responses should include Company Name and Sources Sought Number in the subject line, and a short synopsis which includes the following items of information: CAGE Code, Company Name, Business Type (Large, Small, HUB Zone), Qualification (i.e. current producer of iCVC, can meet production), Estimated Price, and NAIC Code.
