The Marine Corps Systems Command in Quantico, Virginia plans to award an Indefinite Delivery, Indefinite Quantity contract to Protective Products International (PPI) Corporation for the procurement of Modular Tactical Vests (MTVs). The contract will cover a minimum order of 12,000 MTVs, at a rate of 4,000 per month starting October 2007, with a maximum ceiling of 48,000 units. This effort is intended as a bridge purchase to support the Marine Corps until a full and open competition is conducted in fiscal year 2008 to replace all currently fielded Outer Tactical Vests (OTVs) and MTVs with a final integrated solution. The contract is currently unfunded, and the procurement will proceed as a sole source award to PPI under FAR 6.302, given that PPI is the only source manufacturing the existing MTVs and the government does not hold the associated technical data package. This bridge contract serves as an interim stopgap to maintain inventory levels between the initial batch of 60,000 MTVs procured in fiscal year 2006, which were acquired through limited competition due to urgent operational needs, and the forthcoming comprehensive competition. The use of a sole source contract reflects the specialized nature of the product and the necessity to avoid program delays. All inquiries related to the procurement must be submitted in writing, with phone calls not accepted, ensuring formal communication channels are maintained. The overall approach ensures continued readiness and equipment availability for the Marine Corps while preparing for a longer-term procurement strategy.

Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.
