The Marine Corps Systems Command (MARCORSYSCOM) is conducting a market research initiative focused on the Mountain/Cold Weather (M/CW) Clothing system designed for individual Marines. This clothing system encompasses multiple layers, covering from head to toe, and must meet stringent requirements such as durability, quality, supply consistency, and cost-effectiveness. The garments need to integrate seamlessly with other combat gear, withstand military use and laundering, allow heat dissipation to prevent overheating, be lightweight, packable, fast drying, and be fully compliant with the Berry Amendment. The clothing system is intended for varied environmental conditions and mountain operation missions, requiring flexibility in layering and performance. MARCORSYSCOM’s prior market analysis has identified products meeting these criteria, and the government plans to award multiple multi-year contracts to procure the necessary items through a combination of contract vehicles, including a GSA Prime Vendor Blanket Purchase Agreement for commercial items, direct purchase orders for mandatory sources, and IDIQ contracts for military-unique items, contingent on funding availability. To further clarify program goals and obtain industry input, MARCORSYSCOM is organizing an Industry Conference, providing detailed briefings and facilitating one-on-one sessions for interested companies. Participating firms must register in advance, submit company qualifications and relevant past performance information, and are limited to two representatives. Importantly, this notice is for planning purposes only, does not constitute a procurement commitment, and no payment will be made for information submitted.
