The U.S. Department of the Interior, Minerals Management Service, acting on behalf of the Naval Sea Systems Command (NAVSEA), intends to award a firm-fixed price, sole source contract to KDH Defense Systems, Inc. for 40 complete desert camouflage body armor vests. These vests meet or exceed the requirements of the Naval Coastal Warfare Groups and feature a unique Single Wire activation system that enables the vest to separate into no more than two pieces upon activation, allowing for reassembly in 75 seconds or less. This design eliminates the need for wearing layered tactical vests, offering enhanced functionality and ease of use. A market survey conducted in October 2002 evaluated body armor designs from both the U.S. military and private sectors, leading to the determination that KDH Defense Systems is the sole source supplier meeting NAVSEA's specifications. This announcement is made under a sole source exception per FAR 6.302-1 and is not a solicitation for competitive bids. The notice serves informational purposes only, with the government considering any information received by March 18, 2005, prior to the anticipated contract award on March 19, 2005. All inquiries must be submitted via email, and no telephonic questions will be accepted. The procurement is urgent, and the announcement is posted for a limited five-day period to meet NAVSEA's pressing operational need.
