The Bureau of Land Management Oregon State Office awarded a firm fixed-price commercial supply contract, solicitation number 140L4326Q0018, to the Cow Creek Band of Umpqua Tribe of Indians for the procurement of surplus Douglas Fir seedlings. This acquisition supports the Roseburg District's FY2026 reforestation and timber production goals, specifically requiring styro-15 seedlings for elevations under 2,500 feet and bareroot seedlings. The procurement was executed as a single-source award under FAR 13.106-1 and FAR subpart 13.5, justified by the urgent timing of the planting season and the unique availability of geographically and ecologically suitable stock from the tribal vendor. Performance takes place within the Roseburg District of Oregon, with seedlings delivered to designated planting sites to meet narrow seasonal windows. The contract is administered by Contracting Officer Tiffany Eslinger of the Department of the Interior. While the award is based on a best value determination and market research confirming fair pricing, specific quantities, unit costs, and total contract value were not disclosed in the provided documentation. The action aligns with federal executive orders to increase timber harvests on public lands.
