The contract announces a regulatory update requiring all contractors and offerors to submit their representations and certifications electronically through the Business Partner Network. This change stems from an amendment to the Federal Acquisition Regulation, as detailed in the Federal Acquisition Circular 01-26, which was published on December 20, 2004. Contractors are encouraged to use the Online Representations and Certifications Application (ORCA) promptly, as this process will soon become mandatory in solicitations. Until the ORCA system is fully implemented, contractors must continue to follow existing government instructions and solicitation requirements.
