SOLE SOURCE AWARD NOTICE

Marine Corps Installations East intends to procure Multi-Function Device Leasing and Support Services outlined below, on a sole source basis from Cartridge Technologies, LLC in accordance with Federal Acquisition Regulation (FAR) Overhaul Part 5.301.

The North American Industry Classification System (NAICS) code for this procurement is 532420 with $40,000,000 size standard.

Usage of a less capable provider in place Cartridge Technologies, LLC. would result in significant negative operational impacts to 8th Comm Printers. DLA is the Department of War's (DOW) single manager for document services, including leased Multi-functional Devices (MFDs). Due to the extended Government shutdown at the beginning of Fiscal Year 2026, multiple activities were unable to provide the necessary funds required for them to keep their in-place MFD’s and DLA-sourced support services. Consequently, numerous periods of performance ended on 1 April 2026. To maintain operational continuity and bridge services until the next fiscal cycle's period of performance, DLA issued a temporary exception to policy. This waiver authorizes activities to utilize non-DLA contracting resources to secure essential leasing and support services from the sole responsible source, Cartridge Technologies, LLC.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notice to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by 3 December 2026.

Questions and capability statements should be directed to the contact below.

MANAGED PRINT SERVICES 2026
Solicitation # MPS 2026
The City of Tustin is soliciting proposals for Managed Print Services (MPS) to replace aging technology and implement optimization recommendations developed by Office Werks Advisory. The scope involves providing technology, services, and ongoing support for approximately 119 multi-function devices and desktop printers, including 20 A3 copiers and 99 A4 printers. The City is seeking a long-term partner rather than a transactional vendor to assist with device configuration, the development of a city-wide print policy, and the potential implementation of a print management platform featuring secure print release and follow-me printing. The contract will have an initial five-year term with options to extend for up to two additional years. Proposals are due by November 17, 2026, via the OpenGov procurement portal and must include a signed Non-Collusion Affidavit to be considered responsive. Evaluation is based on the completeness of the proposal, the vendor's strategic narrative regarding partnership, contract terms, references, and a comprehensive pricing model that includes total line-item cash prices and five-year service and supply costs. Awarded vendors must provide a dedicated account team, maintain OEM authorization, and adhere to strict insurance requirements, including $2,000,000 in combined single limit coverage for general, automobile, and professional liability. Key deliverables include a detailed implementation plan and the sanitization of device storage upon equipment retirement.
