AI Contract Overview
The 9th Contracting Squadron at Beale Air Force Base plans to award a sole-source Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Beale AFB Aero Club & Flight Training Center for the Local Instrument and Knowledge (LINK) Program. This program will provide the 9th Operations Group with commercial flight resources that comply with Air Force Manual 11-202V3 requirements. The contract involves flight instruction, pilot assessments, aircraft rental, and related services, utilizing commercial product acquisition procedures under FAR Part 12 combined with IDIQ regulations under FAR Part 16.5. The contract will be administered by the 9th Contracting Squadron, with oversight by the 9th Operations Group to ensure quality and adherence to safety and proficiency standards. The sole-source justification is based on the unique qualifications of the Beale AFB Aero Club & Flight Training Center, which is the only facility authorized and equipped to operate within Beale AFB’s Special Use Airspace (SUA). This capability allows military-rated officers to train in restricted military airspaces unattainable by civilian flight schools, thus enhancing pilot proficiency beyond standard FAA requirements. Additionally, the Aero Club is the only FAA-compliant flight training center within a 10-mile radius of Beale AFB, providing convenient and timely access for personnel training. The government invites responses until June 5, 2026, but maintains the discretion to proceed without competition. This presolicitation notice does not constitute a solicitation or an obligation to award a contract.
