The 9th Contracting Squadron (9 CONS) at Beale AFB, CA intends to award a sole-source IDIQ contract to Beale AFB Aero Club & Flight Training Center for the procurement of Local Instrument and Knowledge (LINK) Program service at Beale AFB that will provide the 9th Operations Group (9 OG) with commercial flight resources required to meet requirements established in AFMAN 11-202V3. The acquisition will utilize commercial product procedures utilizing FAR Part 12 in conjunction with the IDIQ procedures prescribed under FAR Part 16.5.


This acquisition permits a Sole Source procurement without Small Business Set-Aside, under FAR 6.302-1, supported by the statutory authority of 10 U.S.C. 3204(a)(1). A Sole Source Justification and Approval (J&A) has been prepared to support this action.


Background: The 9 OG will be responsible for overseeing these services to maintain pilot proficiency, safety, and airmanship. The need for this service is generated by a requirement to provide individually tailored commercial solutions for pilots with diverse aviation backgrounds and experience levels. This contract will be administered by the 9th Contracting Squadron, with the 9 OG providing quality assurance oversight.


Scope of Work: Beale AFB Aero Club & Flight Training Center will provide LINK Program at Beale AFB to furnish all personnel, equipment, materials, aircraft, supervision, and other services necessary to perform flight instruction, aircraft rental, and related activities. The scope includes initial pilot assessments, ground/flight instruction (as applicable), aircraft rental, and provision of course materials.

Sole-Source Justification: This acquisition is being conducted as a sole-source award to a Beale AFB Aero Club & Flight Training Center. The Contractor is the only responsible source identified during market research capable of meeting the Government’s stringent technical and operational requirements due to the following:


  1. Beale AFB Aero Club & Flight Training Center has the unique capability and qualification to fly in the Beale AFB Special Use Airspace (SUA). This capability allows 9OG Rated Officers to fly in military use airspace that civilian aircraft and flight schools are prohibited from entering. This increases desired learning objectives from the 14 CFR Part 91 requirements as stated in the Federal Aviation Administration (FAA) Private Pilot’s License (PPL) Airmen Certification Standards (ACS) to include: PA.I.D.K1- Route Planning, PA.I.E.K3- Special Use Airspace, and PA.I.E.S3- Identifying requirements for operating within TFR.
  2. By flying in these SUAs, Rated Officers obtain real world experience not offered at other locations.
  3. Beale Aero Club is the only FAA compliant Flight Training Center within a 10-mile radius of Beale AFB allowing members to train and return to work in a timely manner.

The Government will consider all responses received by the deadline of June 01, 2026, at 10:00 AM PST. A determination by the Government not to compete this proposed contract action is solely at the discretion of the Government.
