The Fish and Wildlife Service intends to issue a sole source, firm-fixed price contract to Bering Air Inc. for the supply of 2800 gallons of Jet A fuel, to be delivered using a 100-gallon bladder located at the Kotzebue Airstrip. This procurement supports a polar bear capture research effort in the Chukchi Sea requiring a fixed wing pilot stationed in Kotzebue who will transport and refill the bladder on-site between March 11 and May 10, 2013. The contract will be awarded without competition under the authority of limited sources justification and unusual and compelling urgency clauses in the Federal Acquisition Regulations. The vendor must be capable of refilling the bladder repeatedly as arranged with the contracted pilot during the specified period. This announcement serves solely as notice and not a request for quotes; any responses must demonstrate clear and convincing reasons why competition would benefit the Government. The contract falls under NAICS code 324110 (Petroleum Refineries) and will be managed by the Fish and Wildlife Service’s Region 7 Contracting and General Services office. The effort seeks to ensure continuous fuel supply in a remote location to support aerial activities critical to the wildlife research mission.

As Specifically, the vendor will need to be available to refill the bladder, supplied by the Fish and Wildlife Service via the contracted fixed wing pilot, with Jet A at the Kotzebue airstrip as arranged between the fixed wing pilot and the vendor between March 11 and May 10, 2013. The bladder will be repeatedly refilled between March 11 and May 10, 2013 For more information contact Almeda Gaddis at +1 (555) 000-0000 or contact@example.gov.
