The Transportation Security Administration (TSA) issued a Request for Information (RFI) seeking Commercial off the Shelf (COTS) software solutions capable of supporting a voluntary Certified Shipper Program aimed at enhancing air cargo security. The program requires shippers to first be registered as Known Shippers and then meet additional government-established security standards to achieve Certified Shipper status. The verification process involves third-party validators who assess compliance and report to the government, which then decides on certification eligibility. TSA is particularly interested in software that can support the entire process from membership application, validation by third parties, certification issuance by the government, maintenance of applicant and certified shipper records, and data sharing with other government and foreign management systems such as the Known Shipper Management System. Respondents are asked to provide detailed capability statements analyzing their software’s operational and technical features, with a willingness to demonstrate and support their technology at no cost to the government for up to 60 working days. The RFI explicitly excludes contractual commitments or payment, focusing on market research and planning. Responses must be submitted electronically by July 4, 2007, no later than 4:00 pm Eastern Time, and are limited to 20 pages. Participation is open to industry, government, and academia, with a designated company contact required. The TSA will use the information collected to inform the development of a baseline Functional Requirements Document for future program implementation. All responses become government property and may be used to develop official documentation, though proprietary data should be clearly marked.
