Additionally, the notice emphasizes compliance with the International Traffic in Arms Regulation (ITAR) for any defense-related information involved in the pending RFP. This is an informational notice pertaining to the pending Naval Sea Systems Command (NAVSEA) Joint High Speed Vessel (JHSV) program. This is not a solicitation or Request for Proposal (RFP). The formal release date has not been identified as of the date of this notice. Contained herein is a notice to potential offerors two items pertaining to the program. 1. NOTIFICATION OF INDUSTRY DAY All potential offerors are advised that PEO Ships will be conducting another Industry Day pertaining to the JHSV program in late April 2007. Specific information on the date, location, agenda, and other pertinent information is forthcoming. 2. NOTICE TO POTENTIAL OFFERORS OF INTERNATIONAL TRAFFIC IN ARM REGULATION (ITAR) REQUIREMENT All potential offerors that have interest in utilizing foreign resources for the purposes of responding to the pending Request For Proposal are hereby notified that information contained within the RFP, to include all attachments, amendments, or any other information that is posted with the RFP is subject to the International Traffic in Arms Regulation (ITAR). Defense-related information of any kind may not be exported without the explicit permission via export license from the United States State Department. Therefore, applicable potential offerors must apply for the export license through the State Department. For the purposes of the JHSV RFP initial proposal preparation only, potential offerors that seek to utilize foreign resources in the manner specified in 22 CFR 125.4(c) may request an exemption to the immediate licensing requirement. This exemption would only be for the purposes of obtaining quotes to respond to the initial solicitation phase of the JHSV RFP. Each organization is also required to have an empowering official registered with the State Department, and need to provide this information to NAVSEA in their request. Other information may be required. Letter identifying the following: a. Description/Listing of documents/information to be exported. b. What purposes for which the information will be used. c. What countries will be involved. d. Names of organizations and persons that will be involved in the receipt and use of that information in the US and in the target country(ies) e.
