The Transportation Security Administration (TSA) issued a Request for Information (RFI) seeking input from industry, government, and academia to gather knowledge on capabilities and methodologies for air cargo supply chain security inspections, validations, and audit services. This RFI, which is strictly for market research and planning purposes without any government commitment to contract, invites respondents to provide detailed information about the range of security inspection services or technologies available, workforce qualifications and training, geographic presence and mobility, reporting processes, enforcement of standardization, and fee structures. Responses were required to be submitted electronically by 4:00 pm EST on May 4, 2007, with a page limit of 20 pages, excluding unsolicited proposals and proprietary information. The TSA is considering third-party organizations to perform and validate security standards across facilities, procedures, and personnel in the air cargo supply chain. Respondents were instructed to include a cover letter summarizing their responses and any supporting documentation. The RFI encourages companies to designate a single contact person for follow-up, while technical questions were directed to designated TSA officials. This effort, managed under the Department of Homeland Security's Contracting and Procurement office based in Springfield, VA, is part of broader Homeland Security initiatives to enhance air cargo security through possibly engaging external expertise for certification and compliance validation.
