The Federal Aviation Administration (FAA) is seeking a single vendor to provide comprehensive agile software engineering, application modernization, maintenance, and system information security support for the Flight Operations Management System (FOMS). The anticipated contract structure includes a one-year base period with up to four one-year option periods, with performance occurring onsite at the Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma. Technical requirements emphasize expertise in native iOS development, Java enterprise web applications, and API integration with external operational systems. Vendors must demonstrate the ability to support federal cybersecurity Authority to Operate (ATO) processes in accordance with NIST 800-53 Rev 5 and agency-specific security baselines. AI Contract Overview

The Federal Aviation Administration intends to award a single source contract exceeding 100,000 dollars to T.C. Meuninck for the development, implementation, and maintenance of the Airport Resource Management Tool software. This tool is critical for improving the performance of arrivals and departures within busy terminal areas, specifically for the Washington Metro application and other designated locations. The scope of work includes adapting software functionality, providing maintenance, and establishing necessary software and configuration documentation. The contract consists of a base year and one optional year at the government's discretion. A single source procurement is justified because T.C. Meuninck is the sole developer and maintainer of the source code, possessing the exclusive corporate knowledge required to meet critical delivery schedules for operational safety and delay improvements. Due to a current lack of comprehensive documentation, the FAA has determined that no other source can perform these tasks in a timely manner.

Full Description

This public announcement is being issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System Sections 3.2.1.3.12 and 3.2.2.4. The purpose of this announcement is to inform industry of the basis for the decision to contract, in an amount greater than $100,000, with the selected source via single source procedures. The FAA intends to award a contract to T.C. Meuninck to provide his expertise in developing and implementing the Airport Resource Management Tool (ARMT) software functionality for the Washington Metro ARMT application, providing maintenance and adaptation at other locations, and helping to baseline the software and documentation. The ARMT product serves to fill a gap in the FAA's terminal automation and traffic management programs and has proven itself to be an important tool to help controllers and traffic management specialists in improved performance of arrivals and departures within busy terminal areas. The contract period of performance is from date of contract award with a base year and one option year to be exercised at the Government's discretion. The award will be made on a single source basis because T. C. Meuninck was instrumental in developing and implementing the ARMT while a government employee. In particular, T. C. Meunick is the only source code developer and maintainer for this tool. T. C. Meuninck provides the knowledge and expertise to meet the critical delivery schedule established to provide NAS delay and operational safety improvements at FAA ATC facilities in the Washington Metropolitan Area. The ARMT application presently lacks software and configuration documentation necessary to permit contract performance by anyone else in a timely manner. T.C. Meuninck is the single source of corporate knowledge on the ARMT software, his expertise is essential in order for the FAA to meet its goals and commitments.
