Highways Materials and Tools Framework
Solicitation # KMCHS-461
The Council of the Borough of Kirklees is establishing a framework agreement under solicitation KMCHS-461 for the supply and delivery of highways materials and tools to support in-house operations, ranging from routine maintenance to town centre improvement schemes. The contract is estimated to run from December 18, 2026, to December 17, 2028, with an option to extend for two additional 12-month periods. The total estimated value of the framework is 1,800,000 GBP excluding VAT. The scope is divided into three lots: Lot 1 for miscellaneous civil engineering materials such as cements and drainage products, Lot 2 for site safety materials including cones and barriers, and Lot 3 for tools and consumables like hand tools and sandbags. Award positions on the framework are determined based on 100 percent price, specifically the supply and delivery costs provided on the price list. For individual call-off orders, the lowest total price is ranked first, though the Council may conduct a separate competitive selection process for high-value orders exceeding 25,000 GBP. Materials must adhere to British Standards where applicable, and tools are evaluated based on quality and compatibility with existing equipment. Prices remain fixed for the first year, with annual options for variation. Deliveries will be made to specified depots or sites within Calderdale and Kirklees, and while rare, suppliers must also provide pricing for potential collections.
