The Bureau of Land Management (BLM) New Mexico State Office has awarded a sole-source contract to DLT Solutions, Inc. for a subscription to engineering and cadastral AutoCAD software under GSA Contract No. GS-35F-4543G. This AutoCAD subscription is essential for cadastral and engineering applications, particularly for calculating and plotting coordinate geometry. The BLM’s National Technology Research Center has developed custom lisp routine software that operates exclusively within AutoCAD to assist in collecting raw survey data, refining plots, and submitting final survey plats for publication. Because this custom software is incompatible with other CAD platforms, DLT Solutions, Inc. has been identified as the only responsible source capable of meeting the agency’s specific needs as outlined in FAR Part 6.302-1. Potential interested parties were invited to submit written responses within 10 days of the synopsis transmission date, including firm details and relevant experience, although no other suppliers were expected to compete due to the specialized nature of the requirement. The contract designation is 99--AutoCAD Software Subscription, solicited under DOI-SNOTE-050105-001, and managed by the National Operations Center of the Department of the Interior based in Denver, Colorado. This arrangement ensures the BLM’s cadastral survey operations continue to have access to the necessary, tailored software tools critical for their national-level land management functions.
