Full Description

This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The contractor shall develop workflow and procedures to use publicly available county level economic data (e.g. Labor Reports from BLS, Production reports from the BEA), and standard economic algorithms to produce updated databases of county level economic data, customized to FIA/ECAM. This workflow and set of procedures automated by code will allow more efficient updates of the county level data required by ECAM, to be performed in house by USACE. The customized database will be designed for a more accurate reflection of the county economy for USACE planners. The derivations and assumptions involved in producing this database will be made fully transparent to USACE, documentation of methodologies will be provided, and supporting software program(s) will be provided to annually update the datasets by in house labor.
