10--HEC-HMS Basin Map Modernization

This contract action was accomplished using other than competitive procedures because there is only one responsible source and no other supplies or service will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The Basin Map used in the Hydrologic Modeling System (HEC-HMS) was originally developed in 2003 during the conversion of the program from C++ to Java. The map has received only minor enhancements since that time. Capability that felt like state-of-the-art in 2003 now feels dated and does not meet modern expectations for look and feel. Important new GIS features are planned for a future version of HEC-HMS. The features will include new types of geometric data that will be displayed in the Basin Map along with the hydrologic elements. The new types of geometric data will impose new requirements on the Basin Map. This purchase order provides for a major upgrade and modernization of the Basin Map. Tasks described within will include: participating in a coordination meeting, revising the basin model data format used in HEC-HMS, and modernizing the map display window in HEC-HMS. An updated map display window is required that will be able to display the new types of data including: terrain data, grid cell data, revised subbasin polygons, revised reach polylines, and revised reservoir polygons.
