The United States Army Corps of Engineers Engineering Research and Development Center - Construction Engineering Research Laboratory requires technical services to assess and potentially modify the Optimal Stationing of Army Forces (OSAF) software. The work involves evaluating how changes in installation metrics affect the software's optimal stationing outputs, adapting OSAF to handle a time-series of these metrics, and testing how it responds to evolving assumptions, particularly within qualitative metrics. This effort includes running the software to analyze if alterations in assumptions would have led to different past stationing decisions. The contract is intended to be awarded as a sole source purchase order to Active Decision Support, Inc., the original developer of OSAF for the Army's Center for Army Analysis. Because the software is proprietary to Active Decision Support, Inc., and they possess the unique capabilities required, the government has determined them to be the only source able to meet these needs. Market research confirms no other entity can fulfill these requirements, and while this notice is not a solicitation for competitive quotations, interested parties may express their capability to perform the work by submitting statements by May 25, 2014. However, responses will be reviewed solely to determine if a competitive procurement is warranted and will not guarantee any alteration to the current acquisition approach. The notice emphasizes that submissions are not to be considered formal bids and that all decisions regarding competition remain at the government’s discretion. The contract falls under NAICS code 541511, with the place of performance not specifically identified beyond the office's location in Champaign, Illinois.

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) has a requirement for technical services to evaluate the degree to which installation metrics might need to change before Optimal Stationing of Army Forces (OSAF) software generates different optimal stationing results, to modify OSAF to accommodate a time-series of metrics, and test its response to examples of changing metrics. This requirement includes running OSAF software to determine how changes in assumptions, specifically within the qualitative metrics, would change past stationing decisions. ERDC-CERL intends to award a purchase order on a sole source basis to Active Decision Support, Inc. in accordance with FAR 13.106(b)(1). Market research has indicated Active Decision Support, Inc. as the only source capable of meeting the Government's requirements.
