The U.S. Army Corps of Engineers, Wilmington District plans to award a sole source contract to Schweitzer Engineering Labs for the purchase of thirteen type 421 relays intended for the John H Kerr Powerhouse. The decision to award this contract exclusively to Schweitzer Engineering Labs is based on the need for compatibility with Dominion Power, American Electric Power, and Progress Energy, which are replacing line protective relays on the other end of the electrical transmission lines with the same manufacturer’s relays. This measure ensures compliance with NERC and SERC regulations, safeguarding the public power grid from potential failures by maintaining uniformity in relay equipment. The authority for this sole source contract is cited under 10 U.S.C 2304(c)(1) and FAR 6.302-1, emphasizing that only one responsible source can meet the agency’s specific requirements. The contract is identified under solicitation number W912HN-10-F-0052, associated with NAICS code 335314, and handled by the Department of Defense's W074 Endist Savannah office. Interested parties may submit capability statements or proposals for consideration, with inquiries directed to the contract specialist, Charlene Figgins, at the Wilmington District office. This procurement approach ensures operational consistency and regulatory compliance for the John H Kerr facility.
