The contract is a sole-source procurement for laser measuring devices and related commercial services, specifically involving delivery and installation at MacDill Air Force Base, Florida. The purchase is restricted to a single responsible source due to the unique integration requirements with MFVR software, which necessitates proprietary software codes and specialized knowledge to ensure proper operation and communication between the GPS equipment and the MFVR system. The selected vendor is uniquely qualified, being the only one trained for this task and able to provide around-the-clock support with a maximum six-hour response time, making them indispensable for meeting the agency’s operational needs. The solicitation follows the provisions of FAR Subpart 12.6 and utilizes authority under FAR 6.302-1 for sole-source justification. It sets a small business size standard of 750 employees under NAICS code 443112. The contract includes multiple federal acquisition regulations and defense supplement clauses, emphasizing compliance and offering a process for resolution of concerns through an appointed ombudsman. However, this role does not influence the source selection or protest decisions. Interested parties may express their interest but are informed that the notice does not request competitive proposals. Contact information for administrative support is provided, along with guidance on procedural inquiries directed to the contracting officer.
