The Department of Defense, specifically the Air Combat Command at Langley Air Force Base, Virginia, plans to enter into a sole-source, non-competitive contract with the Air Safety Foundation for the production and provision of training and safety materials. This contract addresses safety concerns arising from the deregulation of military pilots' use of night vision goggles by delivering targeted safety videos, online training, and printed educational materials. The contract includes the delivery of 200 safety kits, 15,000 safety advisor pamphlets, and 5,000 color posters designed to mitigate these emerging safety risks. This procurement is authorized under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, which allows for non-competitive negotiation due to the sole source nature of the requirement. There is no formal solicitation document currently issued; however, interested parties may submit their capabilities or proposals via email for consideration. The government retains sole discretion to decide whether to proceed competitively based on responses. The contract, titled "LIGHTS OUT SAFETY VIDEO/TRAINING," was posted on December 15, 2003, and is managed by Headquarters Air Combat Command at their office in Hampton, Virginia.
