The United States Air Force AFNWC/PZNT is pursuing a sole-source, firm-fixed-price production contract with the Boeing Guidance and Repair Center (BGRC) for the manufacture of Air Launched Cruise Missile (ALCM) Fuze Assemblies. The primary objective is to ensure system reliability beyond 2030 by replicating the existing fuze design. BGRC is identified as the only responsible source due to its status as the original equipment manufacturer, its ownership of proprietary technical data rights, and its possession of specialized tooling and nuclear-certified manufacturing facilities. The scope of work includes the delivery of Fuze Assemblies under CLIN 0001 and non-separately priced weapon system management data under CLIN 0002. The contract is expected to be awarded in July 2025 with an 18-month period of performance ending December 30, 2026. Performance will take place at the BGRC facility in Heath, Ohio, which must maintain AS9100 and ISO certifications, as well as compliance with the Master Nuclear Certification Listing. Key requirements include Item Unique Identification (IUID) marking per MIL-STD-130 and strict environmental controls for humidity, temperature, and particulates. Because BGRC has declined to sell intellectual property rights and reverse engineering is deemed unfeasible, the government has justified this non-competitive award under FAR 6.302-1 and 6.302-2 to avoid unacceptable delays and duplication of costs.
