The contract involves the award of a sole source agreement to Megapulse, Inc. for essential modifications to the United States Coast Guard's Loran System Units (LSU). Megapulse will be responsible for designing, developing, and delivering 96 new Timing and Logic Boards for the Legacy Solid State Transmitter to enable 9th Pulse Operation across all legacy Loran Stations and the LSU itself. Additionally, the scope includes providing comprehensive testing, maintenance, and training for the new devices, as well as developing and installing a Firmware/Software Upgrade for the Transmitter Control Assembly in the New Solid State Transmitter (NSSX). These enhancements aim to ensure the LSU meets upgraded signal performance and reliability standards required for enhanced Loran-C operations. The contract duration consists of a base period of two years with the option to extend for three additional years, covering an extended manufacturer’s warranty inclusive of all parts, labor, and shipping for hardware and software. The sole source procurement is justified under FAR 6.302-1(2)(ii) due to the proprietary nature of Megapulse's design and software, which prevents viable competition and would otherwise lead to significant duplication of government expenditure. This notice is strictly an intent to award and not a Request for Proposal, with no further solicitations planned. The contract is being managed by the Department of Homeland Security, specifically the Headquarters Contract Operations office in Washington, DC.
