The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is set to award a sole source contract for CH-47F New Equipment Training (NET) services, essential for qualifying Army aviation personnel on the CH-47F helicopter, which is being deployed to U.S. Army units within the continental United States. This training encompasses on-site flight instruction for pilots, non-rated and rated crew members, as well as instruction on aircraft maintenance, flight records, and safe operational procedures based on established Army manuals and directives. Given the accelerated deployment and operational demands placed on these units, uninterrupted availability of qualified training services is critical to maintain readiness and support the Army’s Force Generation Model (ARFORGEN), particularly due to the 12-month deployment cycles of CH-47 units. The Government intends to award this contract to System Studies and Simulation, Inc., under the authority of FAR 6.302-1, citing a sole source justification as no other providers possess the required CH-47F qualified instructors. The contract duration includes a base period from November 7, 2009, to November 6, 2010, with three option periods extending through July 31, 2013. Because this is a sole source procurement, the notice emphasizes that companies without qualified CH-47F instructors should not respond. Inquiries are directed to specified government contacts, with a deadline for questions set on August 7, 2009, although this notice does not constitute a request for proposals, and the Government reserves discretion over competition decisions as per federal acquisition regulations.

NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for a follow-on contract for the CH-47F New Equipment Training (NET) services. The CH-47F helicopter is currently being fielded to U.S. Army aviation units stationed in CONUS. The fielding requires on-site flight instruction to qualify current CH-47 pilots in the CH-47F model, non-rated crew member instruction to include aircraft maintenance and flight records, rated crew member instruction, aircraft operations in accordance to TRADOC Circular 1-240, Aircrew Training Manual, Cargo Helicopter, CH-47D/F, and safety. Aviation units returning from current operations are operating within the Armys Force Generation Model (ARFORGEN) timelines and accelerated aircraft fieldings are necessary to return the Armys cargo fleet back to operational status as quickly as possible. CH-47 units are currently operating on 12 month deployment cycles. Delaying aircraft fielding due to a gap in available services is unacceptable and will cause adverse personnel and unit strife. NET training will be accomplished to published Army flight training and evaluation standards. The Government intends to pursue a sole source award to System Studies and Simulation, Inc., under the authority of FAR 6.302-1. The period of performance for this contract is: Contract Base Period: 7 November 2009 to 6 November 2010 Contract Option 1 Period: 7 November 2010 to 6 November 2011 Contract Option 2 Period: 7 November 2011 to 6 November2012 Contract Option 2 Period: 7 November 2012 to 31 July 2013 This notice is provided to verify that no other sources can meet this requirement. Companies that currently do not have CH-47F qualified and current instructors in their employ, need not respond to this announcement. The points of contract for information regarding this solicitation are: Contracts - William F. Vincent at +1 (555) 000-0000, contact@example.gov ; Technical - Mark Russell at +1 (555) 000-0000, contact@example.gov . Questions or comments should be sent to William F. Vincent via email to contact@example.gov by 7 August 2009. This is not a request for proposals. A determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government, in accordance with FAR Part 6.
