AI Contract Overview

The Mission and Installation Contracting Command at Fort Sam Houston awarded a sole source, cost-reimbursement contract for the operation and maintenance of the Twin Cities Army Ammunition Plant Groundwater Recovery System. This non-personal service supports the Army Environmental Command and was established under a cost-sharing arrangement where the government covers 80 percent of costs and the contractor covers 20 percent. A cost-reimbursement structure was utilized instead of a fixed price due to performance uncertainties that prevented accurate cost estimation. The initial period of performance runs from December 1, 2014, through November 30, 2015, with four additional one-year option periods available. This action was executed without competitive procedures because only one responsible source could satisfy the agency requirements, in accordance with federal acquisition regulations and prior settlement agreements between the United States, the Department of the Army, and Honeywell Inc.

This contract action was accomplished using other than competitive procedures because there is only one responsible source and no other supplies or service will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). Mission and Installation Contracting Command, Fort Sam Houston, Texas, awarded a sole source profit/fee cost sharing contract. The cost sharing arrangement is 80% Government and 20% contractor. The period of performance (POP) for this requirement is from 1 Dec 14 through 30 Nov 15 with four one year option periods for operation and maintenance of the Twin Cities Army Ammunition Plant (TCAAP) Groundwater Recovery System. This is a non-personal service for the Army EnvironmentalCommand (AEC). Pursuant to 1985 and 1988 Final Apportionment and Settlement and the 1993 Agreement for Final Apportionment and Settlement for the TCAAP between the United States of America (United States), the United States Department of the Army (Army) and Honeywell Inc.,
