AI Contract Overview

The Department of the Interior’s Minerals Management Service plans to award a firm-fixed price, sole source contract to Insulated Wire Inc., Danbury, CT, for Performance Bay Wire Assemblies. This contract is being awarded non-competitively under sole source authority, as Insulated Wire Inc. is the only responsible source capable of fulfilling the agency’s requirements. The wire assemblies are critical components for the millimeter wave (MMW) Radar projection system integrated into the Advanced Multispectral Simulation, Test and Acceptance Resource (AMSTAR). The AMSTAR system provides multi-channel MMW scenes to a radar seeker during simulated missile flights, with the initial system already deployed in the first test facility. This contract is intended to provide parts to build a duplicate system for a second test facility, aiming to ensure system compatibility, reduce development time, and minimize costs related to engineering, documentation, and spares. The Redstone Technical Test Center has determined that awarding this contract to any other vendor would be impractical due to the unique capability of Insulated Wire Inc. as the manufacturer and sole direct seller of these assemblies. The contract will be issued by GovWorks under the Department of Interior Franchise Fund. This action is not a request for competitive quotes, and although comments submitted by December 6, 2004, will be considered, the non-competitive procurement will proceed. All communications regarding the contract must be emailed to the designated procurement officer, and telephonic inquiries will not be accepted. The goal is to maintain consistency and reliability between the two AMSTAR test systems while controlling costs and configuration complexity.

Full Description

The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Insulated Wire Inc., Danbury, CT. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center. The Redstone Technical Test Center has a requirement to obtain Performance Bay Wire Assemblies. This millimeter wave (MMW) Radar projection system will be integrated in the Advanced Multispectral Simulation, Test and Acceptance Resource (AMSTAR). The complete system will provide complex multi-channel MMW scenes to a MMW radar seeker in real time as a simulated missile flight is flown. The first copy of this system has already been built and is being installed in the first AMSTAR test facility (performance bay 1). This order is for parts that make up the second system to be installed in the second AMSTAR test facility (production bay 1). It is the goal of the AMSTAR development team to directly duplicate systems from the first facility into the second. This will provide reduced development time, compatibility between systems, test duplication, easier configuration control and a reduced spare requirement. Insulated Wire Inc. makes these parts in house and only direct sales from the company are possible. Award to any other source would result in substantial duplication of development, documentation, engineering, and spare costs to the government that is not expected to be recovered through competition. Therefore, due to time, compatibility, and related cost issues, no other vendor other than Insulated Wire Inc. meets the requirements. RTTC has determined that the equipment required is available from only one responsible source and no other type of equipment will satisfy agency requirements. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST December 6, 2004 will be considered by the Government. POC: Will Galvin, MMS, Procurement Operations Branch, 381 Elden Street, MS 2510, Herndon, VA 20170. Questions must be e-mailed to Will Galvin at contact@example.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.
