The Department of the Army's U.S. Army Space and Missile Defense Command initially issued draft solicitations for Operations and Logistics Support and Training Services Support under contract numbers W9113M-12-R-0001 and W9113M-12-R-0005, respectively, which were later cancelled and replaced with revised solicitations (W9113M-13-R-0001 and W9113M-13-R-0002). Following further revisions, the final solicitation numbers were updated to W9113M-14-R-0006 for Operations and Logistics Support and W9113M-14-R-0005 for Training Services Support. These contracts are planned as Multiple Award Indefinite Delivery/Indefinite Quantity (MAIDIQ) type awards aimed at fulfilling the requirements detailed in the respective Statements of Work (SOW) for the Counter Narcoterrorism Technology Program Office (CNTPO). Four separate MAIDIQ contracts are intended to support distinct areas including Operations and Logistics, Command, Control, Communications, Information, Detection & Monitoring (C3IDM), Program and Programmatic Support, and Training Services. A Request for Information (RFI) was issued in July 2013 to determine whether the Operations and Logistics Support and Training Services Support requirements should be combined into a single MAIDIQ award; however, feedback indicated these should remain separate solicitations. As a result, two distinct solicitations for these areas were expected to be released around March 2014. At the time, two of the four anticipated MAIDIQ awards were under evaluation. The contracts fall under the NAICS code 541330 and are managed through the Department of Defense at the Redstone Arsenal in Alabama. These procurements support ongoing efforts to enhance counter-narcoterrorism capabilities through logistics, training, and programmatic assistance within CNTPO.

The two Draft Solicitations were cancelled and replaced with W9113M-13-R-0001 for Operations and Logistics Support and W9113M-13-R-0002 for Training Services Support. Based on the release date of the Final RFP, the revised solicitation numbers are: W9113M-14-R-0006 for Operations and Logistics Support and W9113M-14-R-0005 for Training Services Support. As stated in the Draft Solicitation, a Multiple Award Indefinite Delivery/Indefinite Quantity (MAIDIQ) type contract is anticipated to satisfy the requirements that fall within the Scope of Work (SOW) identified for each of these support areas. It was anticipated that four MAIDIQs be established to support the Counter Narcoterrorism Technology Program Office (CNTPO) efforts. The SOWs are entitled as follows: DOD Counter Narcoterrorism Technology Program Office (CNTPO) Operations and Logistics Support DOD Counter Narcoterrorism Technology Program Office (CNTPO) Command, Control, Communications, Information, Detection & Monitoring (C3IDM) Support DOD Counter Narcoterrorism Technology Program Office (CNTPO) Program and Programmatic Support DOD Counter Narcoterrorism Technology Program Office (CNTPO) Training Services Support As industry is aware, two of the four MAIDIQs are currently undergoing evaluation. A RFI was released on 31 July 2013 to receive industry feedback regarding the need to combine the requirements set forth for Operations and Logistics Support (W9113M-14-R-0006) and Training Services Support (W9113M-14-R-0005) into one MAIDIQ award. Based on the information received, these two requirements will not be combined. As such, two separate Solicitations (Operations and Logistics Support, W9113M-14-R-0006, and Training Services Support, W9113M-14-R-0005) are anticipated to be issued on or about 15 March 2014.
