The U.S. Department of the Interior, Minerals Management Service, plans to award a sole source, firm-fixed price contract to Ettem USA INC. in Kemah, TX, for the procurement of two Seal/Bearing/Shaft Assemblies, Damped, in accordance with specified drawings. This acquisition supports the NAVSEA Keyport Naval Undersea Warfare Center's critical requirement for maintaining the MK 30 Mod 2 ASW Target, essential for initial site activation and fleet training exercises. The total estimated contract value is approximately $82,000. Ettem USA INC. is uniquely qualified as the original design contractor and exclusive rights holder for this proprietary propulsion system component, and any alternative source would necessitate costly and time-consuming engineering and qualification efforts, including reviews by NUWC Division Newport. This procurement follows a non-competitive process under FAR Part 13.5 and 6.302-1 authorities, as no other suppliers can meet the specific technical and proprietary requirements. The action is issued under the U.S. Department of Interior Franchise Fund, with all communication and questions directed formally via email to the designated procurement official. The notice clarifies that it is informational only and does not solicit competitive quotes, although information received before the stated deadline will be considered. The award aims to avoid duplication of cost and delay, leveraging Ettem USA’s specialized capabilities to meet essential government requirements efficiently.

The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Ettem USA INC. Kemah, TX. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the NAVSEA Keyport Naval Undersea Warfare Center. The NAVSEA Keyport Naval Undersea Warfare Center has a requirement for the acquisition of 2 Seal/Bearing/Shaft/Assembly, Damped, IAW Drawing 7353186-1 Rev B, and it's Sub Assembly Drawing 7317329 Rev A. The estimated total value of this project is $82,000. The requirement for the Seal/Bearing/Shaft Assembly is a critical element in preparing/maintaining the MK 30Mod 2 ASW Target for initial site activation and fleet training exercises. Ettem USA, Inc. is the original design contractor of the Seal/Bearing Shaft Assembly and owns the rights to the proprietary design for this critical seal assembly for the MK 30 Mod 2 Target propulsion system. Any new design would require extensive engineering and qualification testing, and will require review and approval by NUWC Division Newport. Ettem USA, Inc. is the only vendor with the ability to produce a Seal/Bearing/Shaft Assembly to meet NAVSEA Keyport Naval Undersea Warfare Center requirements. In addition awarding to any source other than Ettem USA, INC would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST April 22, 2004, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. POC: Mathew Ridolfi, MMS, Procurement Operations Branch, 381 Elden Street, MS 2510, Herndon, VA 20170. Questions must be emailed to Mathew Ridolfi at contact@example.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.

Solicitation # DOIEFBO260006
The Department of the Interior and the Marine Minerals Administration are conducting market research via a Draft RFP for a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide offshore vessel services for physical inspections of renewable energy facilities on the Atlantic Outer Continental Shelf. The scope of work covers a geographic range from Virginia Beach, Virginia, to Martha's Vineyard, Massachusetts. The overall contract has an estimated maximum value of 30 million dollars over a five-year period, consisting of a 12-month base period and four one-year option periods. The anticipated Seed Task Order requires a DP2 offshore vessel equipped with a Walk-to-Work (W2W) transfer system to inspect up to 93 facilities during calendar year 2027. Key evaluation factors include vessel sourcing strategy, organizational conflict of interest mitigation, and small business participation. Comprehensive insurance coverage is required, including 10 million dollars in Bumbershoot/Excess Liability and 5 million dollars each for Protection and Indemnity and Vessel Pollution Liability.
