The California Army National Guard, Recruiting & Retention Battalion has a requirement to purchase a paid sponsorship with The Stockton Thunder Professional Hockey team, for recruitment purposes. The California Army National Guard intends to award a contract to The Stockton Thunder Professional Hockey team on a sole source basis, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Stockton Thunder is unique and sole source because no other name brand team can call itself The Stockton Thunder, other than The Stockton Thunder. It is this name recognition that the California Army National Guard seeks when purchasing this sponsorship. The contract will be awarded as an initial base year, followed by four (4) option years. This is not a request for competitive quotes or proposals. The following required elements shall be delivered under this contract: Season presenting sponsorship, category exclusivity and official status; Stockton Thunder advertising inclusion; static logo presence on Thunder website; oversize ice logos, presenting sponsor branding; rink board signs; media backdrop sign; season ticket booklet logo, front cover; title sponsorship, nightly notes; nightly notes-full page ad inside of front cover; pocket schedule-front cover logo; pocket schedule-advertisement; address announcements and videoboard graphics, season presenting sponsor; in-period promotion, Guardsman of the night/seats included; pregame on-ice promotion, induction ceremony; lead generation promotion, Stockton arena table nights; game nights co-sponsorships, Thunder cause-based games; game night gate giveaway promotions; title sponsorship, California National Guard T-shirt cannon; four suites nights for COI/VIPs; title sponsorship, major promotion-California National Guard quote mark Rock the Rink Nights quote mark ; broadcast commercials- quote mark Rock the Rink Nights quote mark ; social media promotion- quote mark Rock the Rink Nights quote mark ; broadcast bumpers and commercials; broadcast-integrated feature title sponsorship, intermission reports; COI/VIP's group tickets pre-season games; sponsor logo and hyperlink on www.StocktonThunder.com . The following FAR and DFAR clauses are hereby incorporated into this notice: 6.302-1 Only one responsible source nad no other supplies or services will satisfy agency requirements; 52.204-7 System for Award Management registration; 52.222-53 Exception from Application of the Service Contract Act to Contracts for Certain Services-Requirements; 52.232-33 Payment by Electronic Funds Transfer-System for Award Management registration; 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date of September 12, 2014. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference the Notice of Intent no. W912LA-14-T-0051 and may be submitted electronically no later than 9:00am Pacific Standard Time (PST) on September 12, 2014 to the Procurement Technician, Jeannie Thornton at Jeannie.r.thornton.civ@mail.mil . A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
