The Army Contracting Command - National Capital Region plans to award a sole-source, firm-fixed-price contract for maintenance and support services for Oracle Primavera ProSight and Primavera Portfolio Management software. This procurement is driven by the proprietary nature of the software, which makes Oracle the only viable provider for these services. The contract will support the Army Portfolio Management Solution under the Office of the Army Chief Information Officer (Army CIO / G-6) and covers a performance period of one year, from September 29, 2011, to September 28, 2012. This notice serves as a formal announcement of the intent to award the contract directly and is not a solicitation for competitive proposals, although the Government is open to receiving statements of interest and capability from other parties by September 27, 2011. Responses must include sufficient documentation to demonstrate a bona fide ability to meet the requirement, but the Government reserves sole discretion in deciding whether to proceed without competition. No costs incurred in responding will be reimbursed, and late submissions will not be considered. The contract references regulatory authority under 40 U.S.C. Section 501 and relevant FAR clauses and emphasizes the proprietary IP of the Oracle software as the justification for sole-sourcing. Interested parties were directed to communicate with the designated contracting official via email before the stated deadline.
