AI Contract Overview

The U.S. Army Contracting Command at Aberdeen Proving Ground, Natick Contracting Division, intends to award a firm fixed price purchase order on a sole source basis to Corbett Technology Solutions, Inc. This action is justified under FAR Subpart 13.106-1(b)(1), citing that only one responsible source can fulfill the agency’s requirements. The contract involves integrating Video Teleconference (VTC) capability into an existing proprietary matrix system installed by the same vendor at the Emergency Operations Center (EOC). The original system was installed during a prior contract in FY10, but VTC capability was not added at that time due to funding constraints. Because the system is proprietary and tightly integrated, no other vendor can perform the integration without replacing the entire system, which would significantly impair the EOC’s mission readiness. No market research was conducted since the existing system’s unique configuration limits potential suppliers to the original installer. The purchase description for competitive solicitation is not available due to the proprietary nature of the software and equipment. There are no plans for actions to overcome competition barriers at this time, as this is a follow-on action to the previous installation contract. Interested parties may express their interest to the contracting office by a specified deadline. The contracting office responsible for this action is located in Natick, Massachusetts, with Lynn Pina as the contract specialist contact.

General Info

Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Directorate of Plans, Training, Mobilization, and Security (DPTMS) intends to award a firm fixed price purchase order on a sole source basis to: CORBETT TECHNOLOGY SOLUTIONS, INC., (DBA CTSI), 4151 LAFAYETTE CENTER DRIVE, STE 700, CHANTILLY, VA 20151-1230. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements. 2) Brief description of supplies or services required and the intended use: Integration of Video Teleconference Conference{VTC) capability into existing matrix system in Emergency Operations Center IEOC) . 3) Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Corbett Technology Solution was awarded a full and open contracted to install a unique single turnkey matrix system for the emergency operation center in FYI0. Due to funding restriction VTC capability was not added but the proprietary system was installed that would allow for the addition as funding became available. Using a different vendor would require installing a completely neN system which would serious degrade capability and put EOC in a non-mission capable status. 4) Reason that suggested source is the only source which can provide the supplies or services: Only source because of system integration. 5) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: No market research was conducted due to the fact that the system is already in place. 6) Explain why an adequate purchase description or other information suitable to solicit by full and open competition has not been developed or are not available: No other software is available. 7) Provide a statement of the actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required. If this is a follow-on action to a previously competed action, so state: Not required. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division via e-mail to: contact@example.gov no later than 8:00 a.m. on September 29, 2011. Contracting Office Address: Army Contracting Command - Aberdeen Proving Ground CCAP-SCN, Natick Contracting Division Kansas Street, Building 1 Natick, MA 01760-5011 Point of Contact: Lynn Pina, Contract Specialist contact@example.gov
